Andrew S. Robbins, P.E., Vice President, Business Development & Sales in the Systems Division of Bombardier Transportation, was the featured speaker. Attending were 18 members and guests to hear about Bombardier Transportation and particularly about urban automated transits systems. Robbins presented and answered questions on Advanced Rapid Transit (ART) such as a system envisioned for Honolulu. He talked about ART’s Linear Induction Motor propulsion system, which enables fully automated driverless train operation, bogie rail vehicle running gear, elevated systems versus street systems, and much more. Bombardier Transportation is the global leader in the rail equipment manufacturing and servicing industry providing complete rail transportation systems including propulsion and controls, rail control solutions, and transit security solutions. Agenda: Speaker: Alan S. Lloyd, P.E. on Up-date on Global Warming. This is one of 19 subjects he regularly speaks on. Titles of his other presentations include Battle of Midway; Kilauea Iki & Mauna Kea on the Big Island; Misty Fjords and the Le Conte Glacier; Canadian Rockies, and so forth. Mr. Lloyd, a Mechanical Engineer, retired from Hawaiian Electric Company after 27 years. Members, friends and family were invited to hear Mr. Lloyd explained his side of global warming.

Agenda: Steve Tinker of Tinker Engineering LLC. Mr. Tinker’s presentation was what it takes to start and operate a one-man engineering company. Mr. Tinker provides services in mechanical inspection and certification of boilers, cranes and elevators; and includes system analysis and component sizing, accident investigation, written procedures, drawings and calculations, and quality control manuals for design, construction, repair and alteration of boilers, pressure vessels, elevators, cranes and heavy equipment.

Chad B. Adams, CRPC(r), Branch Manager, Registered Principal from Ameriprise Financial Services, Inc. spoke on personal finances and the importance of finance and investments. The presentation included 1) Importance of goal setting/having a plan, 2) Investment explanation - basic (quick overview of diversification, allocation, etc.), 3) Investment explanation - advanced (super quick overview of 'what the big guys do'), 4) Tie money back into goal setting/having a plan, and 5) Open for questions. His audience included both senior and student section members.

ASME Student Section members Stuart Akagi, Sara Fong, Garrett Hashiro, and Justin Vierra, represented ASME-HI and mechanical engineers at the KHS career fair. They went through much effort to show both their Mini-Baja and Formula One projects. These are projects from the UHM Department of Mechanical Engineering Senior Design Courses ME481/482. Sara Fong, an alumna of KHS, coordinated the effort.

Raymond Liu reviewed the upcoming P.E. Refresher course to an audience of prospective students and past students. The course runs from July 31 through October 23, meeting once a week on Tuesday evenings. It will be held in Holmes Hall, UHM, and a service of the Department of Mechanical Engineering, UHM. The instructors are Dr. Charly Kinoshita, P.E. and Dr. Stephen Masutani, P.E., and facilitator/instructor, Raymond Liu, P.E. For more information, please visit the Hawaii Section website, www.sections.asme.org/hawaii/pe.html. Liu mentioned he reviewed the available refresher programs including CD and web courses and found his course better because it is less expensive, encourages the students to participate and study, and has instructors, facilitator and fellow students for support in practicing and answering questions. The course fee is $300 for ASME members and $350 for non-members. Anyone having to re-take the course pays $100. To make the course even more attractive, the fee includes meals. The Hawaii Section basically makes no profits from these courses with the main purpose of providing a much-needed service to its members and Mechanical Engineers. Past-students Edwin Yago, Justin Caruso, and Daniel Jenkins gave testimonial. They all agreed the course was most helpful including the instructions, mock exams, tips in taking the exam, and to become disciplined and organized for the exam. Chairman Liu presented Yago with his ASME membership certificate.

Dean Kamen, inventor of the Segway and many other devices, visited Hawai'i carrying a message about the importance of innovation and to promote a robotics competition in Hawai'i for students. With him is Jon Didas, federal undersecretary of commerce for intellectual property, Governor Linda Lingle, Lt. Governor James R. "Duke" Aiona, Jr. Next year's Regional Robotics Competition will be held at the Stan Sheriff Center March 27-29, 2008. For more information check out http://robotics.hawaii.gov/.

Thank you Andy Keith for a very informative and entertaining tour of your PV system. Andy Keith is a great lecturer. Besides giving us a lot of great information, he provided a laminated photo of his panel arrangement, and refreshments. He's a great host and lecturer. Andy certainly knows residential photovoltaics.
Facts about this photovoltaic system:
- HECO's first Net Metering customer (net metering allows customers to "sell back" electricity to the power utlity).
- Hawaii's second-largest residential PV system.
- On an annual basis, the system makes > 100% of household electricity.
- Storage batteries provide a generous supply of stand-alone power during grid outages.
- December 2005 marked 10 years of system operation.

The Tour: The Navatek Facilities Tour
Location: Navatek Shipyard.
Date: April 11, 2006 (Tuesday)
Time: 4:00 p.m.
Tour Navatek where the ships are built.
On April 11, 2006, the ASME section toured Navatek’s construction shipyard. Eric Schiff, Vice President of Navatek Ltd, gave the local section a walking tour showcasing all the various hull designs. Mr. Schiff explained that Navatek is at the forefront of innovative hull form technology and continues to explore and develop new concepts in hydrodynamics, underwater lifting bodies, and drag reduction.
Later, Gary Shimozono, P.E. and Vice President of RD&E at Navatek Ltd., gave an in depth presentation of the history and design of the various monohulls and multi-hull vessels. Mr. Shimozono received his M.S. in Mechanical Engineering from the University of Hawaii. Mr. Shimozono described the benefits of Navatek’s vessels: better motions, seakeeping, sea kindliness, increased range and payloads, reduced power requirements and emissions output, and higher speeds in a seaway.

- A Boiler & Pressure Vessel seminar will be planned with Y. Nagpaul, Hawaii Chief Bolier Inspector.
- ASME-HI and SFPE will participate jointly at the Kahuku HS April 27 Career Fair.
- Last call for the 2006 ASME-HI Outstanding Project nominations.

- David Narahara reported on the UHM Student Section Mini Baja project. The Senior Section will help solicit donations in the Wiliki.
- Section fundraising activities were discussed.
- LCDR Dustin Hamacher, P.E., presented and discussed the SAME society student scholarships. The Student Section representatives received the SAME scholarship literature and will distribute to ME underclassmen. ASME-HI will provide a SAME link on its website.

Meeting discussions included the following:
- Jim Grogan stressed the importance of new officer signatory for the Section bank account. The changing of signatures is long overdue.
- Jim Grogan reported that HCES plans to remove the retirement timing for the Lifetime Achievement Award. Executive Committee (EC) agreed that this should be changed to have no time limit for when a candidate retired.
- The officer listing on the Section letter head was reviewed and corrections made. Secretary Kevin Dang will make the changes and corrections.
- The EC agreed that the Section Bylaws can be and will be accessible from our website.
- The Ec agreed to list both officer phone number and email address in the Wiliki.
- Ray Liu said that the Section picnic will be on September 24, 2005 at the Blaisdell Park in Aiea. He will have an announcement for the September Wiliki.

- Jim Grogan reported that the Engineers Week Banquet will be at the Oahu Country Club on February 25, 2006.
- Ray Liu reported that the upcoming PE Review Course will cost $150/person, have 3 instructors with 6 sessions/instructor. Ray will initiate and start the course.
- Kevin Dang reported that Waialua High School is seeking an engineer-mentor for their Science and Robotics program.
- Kevin Dang reported that First Lego League Hawaii is seeking engineers for mentors, judges, and referees. Financial assistance is also needed.
- Kevin Dang to pursue the ASME-HI car wash fundraiser.

The highlght of the meeting was The BOTBALL Robotics Homeschool Team PowerPoint Presentation of the competition and demonstration their robot.
Meeting discussions included the followings:
- R. Krienke reported a treasury balance of $4,893.96 less this evening's expenses.
- J. Grogan reported that there is a balance of about $45,300 in the Prudential-Bache account for the Francis R. Montgomery Fund. It was reiterated that the ASME-HI officers handling the funds are the Immediate Past-Chairman, the Treasurer, and the Secretary. As new officers take office, the responsibility are re-assigned.
- R. Liu reported that a flyer will be mailed in June for the P.E. Review course. He mentioned that assistance is needed for the Solid Mechanics subject. The review course will be for 10 weeks with 2-3 sessions per week. The course fee will be $200 or less. R. Krienke will look into posting this course notice at Pearl Harbor.
- A Certificate of Appreciation was awarded to member Michael Watson for arranging the ASME 125th Anniversary Whale Watching Cruise.
- E. Chang reported that the Honolulu Advertiser Kapolei plant tour was a great mechanical engineering tour that all MEs should see.
- E. Chang reported that the "Last RAC" in LA was very informative, rewarding and satisfying.
- D. Kam circulated the flyer announcing the Officers Installation Banquet. Date is Sunday, May 29, 2005 from 11am to 3pm at Dave & Buster's.
- Dr. Nejhad reported on the May 7, 2005 IAB meeting. J. Grogan mentioned that our next meeting discussion should include HPV rules about the need to set budget limits for HPV accessories and that the riders should be limited to HPV team members only.
- R. Liu reported that a Hawaiian Water Adventures Park plant tour will be scheduled for July.
- E. Chang reported that the 2005 ASME-HI Outstanding Project is the KIUC new Kapaia Power Plant.

- Whale Watching Cruise: It was agreed to arrange another ASME cruise in December.
- Honolulu Advertiser Newspaper Production facility tour: Tour is scheduled for May 11, 2005 at 10 a.m. A May 30, 2005 tour will be requested.
- Installation Banquet: Rodney Krienke volunteered to chair this event. His committee includes Derek Kam and Ray Liu. A late May date will be considered.
- Last Region IX RAC: Ed Chang and Jay Higashi will attend the April 16 RAC in LA.
- UH Industry Advisory Board Meeting: Dr. Nejhad reported that the meeting will be on April 30. He has invited ASME-HI Section members to participate.
- Montgomery Competition: Dr. Nejhad announced that the competition will be on May 6 from 1:30 to 4:30 p.m. in the Kuykendall Auditorium. There will be two teams competing, the HPV team and the Mini Baja team.
- 2005 Outstanding ME Project nominations: Ed Chang reported that he has only one nomination. More are requested before the April 30 deadline.

- Whale Watching Cruise: Suggestions for tokens of appreciation were collected. They include a plaque (Rodney); letter, pin, and coin (Ray); acknowledgement in Wiliki (Jim).
- P.E. refresher course: Ray Liu mentioned that he is working with Dr.Charly Kinoshita and Dr. Stephen Masutani on the review sessions for the October 2005 P.E. exam.
- Tours: The following tours will be looked into: Hawaiian Waters Adventure Park by Ray Liu, Honolulu Advertiser plant tour by Ed Chang.
- ASME-HI Installation Banquet: Formal banquet agreed on. Details to come.
- RAC in April: Ron Flegal indicated that he will attend.
- UH ME Dept. Industry Advisory Board Meeting: Planned for the 2nd week of April.
- Francis Rhodes Montgomery Design Competition: Planned for late May.
- Botball Presentation by Rodney Krienke: Oral presentation by Rodney. Botball is a robotics competition similar to First Lego League. Rodney suggested a donation. This was tabled for further discussions at another meeting.
- UH College of Engineering Banquet: Dr. Bruce Liebert reported on the banquet to be held April 27 at the Hilton Hawaiian Village. Cost is $1,500 per table.

- Nametags for the Engineers Week Banquet: The nametags will be similar to last year's. Ed Chang will do the nametags.
- Rodney Krienke reported an account balance of $6,607.69. He had recently received the Section allotment. He plans to send two checks for $250 each to Dr. Nejhad for the student projects.
- Jim Grogan plans to contact Prudential-Bach concerning the Francis Montgomery trust fund account status.
- Jim Grogan will discuss the electronic Wiliki distribution at the HCES meeting. This concerns if ASME-HI can send Wiliki notices to all members.
- Ray Liu agreed to lead ASME-HI's poster exhibit for the Engineers Week exhibits.
- P.E. refresher course: Ray Liu mentioned that Dr.Charly Kinoshita and Dr. Stephen Masutani are planning review sessions for the October 2005 P.E. exam.
- Teams Competition: Ron Flegal plans on mentoring at Mililani High School. David Narahara volunteered to help.
- Tours: The following tours will be looked into: Pacific Tsunami Center by Kevin Dang, Hawaiian Waters Adventure Park by Ray Liu, Big Island tours by Ed Chang.
- MathCounts February 12 Oahu Chapter Competition is seeking proctor and scorer volunteers.
- David Katsuda reminded everyone of the Boys & Girls Club Lego Competition on January 29 and the Engineering Expo on January 28 from 9 am to 1 pm.
- Ray Liu reported that a new ASME Unit Activity reporting is now required for each Section event.
- The Whale Watching cruise with Dream Cruise Hawaii is scheduled for early March. All HCES members and families are invited. ASME Member P. Michael Watson, President of Dream Cruise Hawaii, is arranging this cruise at a terrific price per person.
- Nominations of 2005-2006 Officers & Directors: For Chairman, Ray Liu; Vice-Chair, Rodney Krienke; Treasurer, Derick Kam; Secretary, Kevin Dang; Director (2-yr), Jim Grogan. David Narahara volunteered to assemble an internet PDF ballot and survey.

- Treasurer's Report: Rodney Krienke reported that he submitted the Annual Financial Report. He will provide the section current financial status at the next meeting.
- Newsletter/Wiliki: The Student Section will provide a Wiliki article on their HPV and Mini-Baja projects. An ASME 125th Anniversary article will be prepared for the Wiliki.
- Engineers Week Exhibits: We will have an exhibit to publicize the ASME 125th Anniversary.
- TEAMS Competition: Ron Flegal reported that we will again sponsor Mililani High School.
- Tours planned: Possible tours include a trip to Kona to visit a facility such as the deep ocean bottled water facility; Fuel Cells Test Facility, Gas Company gas plant.
- T-Shirts & caps: Ray Liu displayed the Section sports shirts which are selling for $20. Cap proposals are forthcoming.
- MathCounts: Ron Flegal reported that a Steering Committee meeting will be held next month.
- Francis Rhodes Montgomery Competition: Dr. Mehrdad G. Nejhad announced that a competition will be held in the beginning of May 2005. There will no longer be a December competition.
- ASME 125th Anniversary Mementos: The Section will procure Commemorative Coins ($15 each), Anniversary Pins ($2 each), 125th Anniversay Videos (no charge), Ballpoint Pens (no Charge), Earth Saver Slide Guides (no charge), Anniversary Buttons (no Charge), and Anniversary Shopping Bags (no charge). The free items will be put out at the Engineers Week Exhibit.
- Student Section PowerPoint Presentation: Chairman David Katsuda made a presentation on the Mini Baja project while Blake Sato presented the HPV project. Both projects are seeking donations to cover their traveling expenses to the mainland competitions.

The Kapaia Power Station, the newest power plant in Hawaii
Location: Island of Kauai
Date: Saturday, September 25, 2004
Time: 10:00 a.m.
This tour was arranged by the Hawaii Section Power Technical Chapter and was sponsored by ASME member Brad W. Rockwell, Kapaia Power Station Manager. The plant was commissioned in the fall of 2002 and consists of one GE LM2500PH gas turbine generator, and a Once-Through Steam Generator (OTSG). All 70,000 lb/hr of steam is injected into the gas turbine for emissions control and power augmentation. The plant also has SCR for emissions control. It operates at 40% efficiency, and primarily burns naphtha fuel, although diesel is used for starts/shut downs and back-up. The Stanford Yuen Annual Pearl Harbor Boat Tour

This tour is conducted by Past Section Chairman, Stanford Yuen. Stanford gives his personal tour of Pearl Harbor on a U.S. Navy shuttle boat. His expert narration includes many historical sites. The boat goes around Ford Island and into the drydock area.

NOTES FROM THE March 9, 2004 EXECUTIVE COMMITTEE MEETING:
Attendees: Ray Liu, Ed Chang, Ron Flegal, George Demopoulos, Kevin Dang, and Derick Kam.
The Executive Committee was very happy to have George, Kevin, and Derick at the meeting. The meeting was conducted, and following was discussed.
- Treasurer's Report: No report.
- ASME-HI Letterhead: Ray Liu presented the new Section letterhead. Minor corrections were suggested.
- Engineers Week Banquet: Ed Chang reported that ASME-HI was able to fill one table. The Dole Lanai Ballroom was very spacious and comfortable. Problems encountered included broken elevators, no meat available unless you include a fish dish in this category, and HSPE scheduled award presenters missing.
- TEAMS Competition: Ron Flegal reported that ASME-HI sponsored Mililani High School Team placed first in the Group 2, Division 5, 7. The competition was held on February 21, 2004, the same day as the MathCounts Oahu Chapter Competition, and the Region IX RAC.
- MathCounts: The State Competition is on March 13, 2004. Ed Chang reported he has recruited enough proctor and scorer volunteers.
- Wiliki: We need to verify that members selecting the electronic Wiliki is placed on the proper list. There are members who checked that they wanted to help save the Section money by getting the electronic version only were getting the hardcopy or both.
- ASME-HI Tee Shirts: Ray Liu reported that he will look into procuring teeshirts and collared shirts from a local producer applying the ASME logo.
- Future Presentations and Tours: Ray Liu requested we schedule a Kahe Power Plant tour. He will contact member P. Michael Watson about a whale watching cruise.
- RAC in Berkeley: Ray Liu and George Demoupolos reported on the RAC. Discussions included ASME's 125th Anniversary preparations and that ASME wants to be the "go to" engineering society. The "Continuity and Change" program is a vehicle to get there. They noted that there appeared to be much disorganization in the current efforts.
- Next Meeting: May 11, 2004 at the HECO Ward Avenue cafeteria conference room.

- TEAMS Competition: Ron Flegal reported that he will be mentoring the Mililani High School Team. The competition will be on February 21, 2004, the same day as the MathCounts Oahu Chapter Competition, and the Region IX RAC.
- MathCounts: The Oahu Chapter Competition is on February 21, 2004. Ed Chang reported that he has recruited over 75 proctor and scorer volunteers.
- Distinguished Lecturer: The Committee decided to cancel the ASME Distinguished Lecture.
- Kakaako Pumping Station Engineering Museum: Jim Grogan reported that the Honolulu Star Bulletin's "Brainstorm!" column by Nancy Christenson challenged readers with the question, "What should the City do with the elegant old sewage pump station?" Her readers were given a January 15 deadline for suggestions. Jim Grogan has responded. Jim has been in contact with several goverment agency for his museum proposal.
- ASME-HI Tee Shirts: Ray Liu reported that he is looking into the authorization to use the ASME logo on tee shirts from a local tee shirt printer.
- Future Presentations and Tours: Ray Liu reported that Dr. Balaji Krishnamurthy will be speaking on fuel cells in which he does research. Dr. Stephen Masutani will also be giving a presentation. Dr. Krishnamurthy was asked to help set up a tour of the Hawaii Fuel Cell Test Facility.
- Nominations for the ASME-HI 2004 Outstanding Project/Design: Ed Chang requested nominations. He asked Balaji Krishnamurthy for assistance in nominating the Hawaii Fuel Cell Test Facility.
- Next Meeting: March 9, 2004 at the HECO Ward Avenue cafeteria conference room. Sam Gillie made a motion to start the Executive Committee meetings at 5:30 p.m. The motion was carried.

- TEAMS Competition: Ron Flegal confirmed that we will mentor and support Mililani High School.
- Distinguished Lecturer: Ray Liu confirmed that Vice-Chairman John Markowicz will take the lead to make the W. Dean presentation happen.
- ASME-HI Tours: Jim Grogan mentioned that the H-Power tour date has not been finalized. We will be joining another group on the tour. Ray Liu reported that John Markowicz is arranging a tour of the Pearl Harbor Naval Shipyard Dry Docks for either 10/25/03 or 11/1/03.
- ASME-HI Tee Shirts: Ray Liu is checking on prices and other details.
- Next Meeting: December 9, 2003 at the All Star Hawaii Cafe.
Following the Executive Committee meeting, Karl Santa presented an overview of the Student Section followed by a PowerPoint presentation of their Human Powered Vehicle (HPV) project. Donations are needed to cover the estimated construction and traveling expenses of $14,000. You can make a charitable contribution via the University of Hawaii Foundation directing your donation to the HPV fund.

- Wiliki distribution: The Treasurer shall be in charge of the electronic newsletter distribution. He shall have the distribution list for both electronic and hard copies.
- Montgomery Competition perpetual trophy: A 12" x 16" plaque is planned for the DME at UHM display case. Jim Grogan will get format feedback from the Executive Committee before submitting to Dr. Bruce Liebert for acceptance.
- 2003 ASME-HI Survey Results: Ray Liu plans to contact members who indicated an interest in participating in Section business.
- Kakaako Pumping Station Engineering Museum: Jim Grogan reported that he received a response from Governor Lingle. He was referred to the Hawaii Community Development Authority (HCDA). Jim will contact the HCDA.
- TEAMS Competition: Ron Flegal will again be the contact for ASME-HI. He would like to support a West Oahu school (Aiea High School and westward).
- Montgomery Competition and the UHM Student Section: Discussed ways to help competition participants know what the judges are looking for. As requested by Dr. Ron Knapp, a write-up of the competition will be assembled to distribute to the students before the competitions with judging explanations.
- Distinguished Lecturer: Ray Liu plans to ask Vice-Chairman John Markowicz to take the lead to make the W. Dean presentation happen.
- ASME-HI Tours: Jim Grogan plans to arrange for another H-Power tour. Sam Gillie plans to contact the director of the shrimp farm near Sea Life Park for a tour. Ray Liu plans to contact the Hawaiian Waters Park for a tour of their mechanical facilities. Ed Chang plans to arrange a tour of the Hawaii Fuel Cells Test Facility.
- Recognition of 25, 50, 75 year members: Ray Liu is planning a program to award the Recognition Certificates and Lapel Rocker to the following members: For 25 years: Timothy K. Lum, Peter K. Schubert, Robert D. Tent, Norman M. Uchida, and Ronald M. Yamanouchi. For 50 years: Wallace D. Johnston, Anthony A. Karkosza, Myron E. Lunchick, and Norman A. Oss. For 45 years: Theodore Vorfeld. The distribution of the awards is scheduled for September 15.
- ASME-HI Tee Shirts: As suggested by Ray Liu, tee shirts will be procured. Ray will first check on the cost of ASME tee shirts. If feasible, the plan is to procure the tee shirts, and then possibly modify for the Section.

- Summer Fluids Engineering Conference, 7/7/03-7/10/03: Ed Chang reported that he transported 14 conference attendees to the new Hawaii Fuel Cells Testing Facility located at HECO's Ward Avenue facilities and back to the Waikiki Sheraton Hotel on Thursday, July 10. This technical tour started at 3:30 p.m. and lasted about an hour.
- Meeting with Region IX VP, Lynden Davis, PE, on July 8: Ray Liu, Chester Kaitoku, and Jim Grogan reported on the meeting with Lynden Davis. The meeting took place at the Pagoda Restaurant.
- Our new Section Vice Chairman, LCDR John Markowicz Jr., USN, PE, was welcomed to the Section. The rest of the evening was spent with each member present introducing themselves to the newer Hawaii Section members.

- Treasurer's Report: $4,416.81 (no longer includes any F.R. Montgomery funds). Paid Wiliki fees on 4/16/03 of $691.85.
- Summer Fluids Engineering Conference, 7/7/03-7/10/03: Ed Chang reported that the Hawaii Section will arrange for a technical tour of the new Hawaii Fuel Cells Testing Facility located at HECO's Ward Avenue facilities. The tour will be on July 11, 2003 from 3:30 p.m. to 5:30 p.m.
- F.R. Montgomery Perpetual Plaque: Jim Grogan is arranging for a plaque listing the winners of the competition. The plaque will be displayed in the DME UHM display case in Holmes Hall.
- F.R. Montgomery new Trustees: Signature documents are being signed by the new trustees to transfer signatory responsibilities for the fund's investments.
- F.R. Montgomery Trustees: A motion was passed to establish the new trustees as the past-chairman, secretary, and treasurer.
- F.R. Montgomery competition prizes: Discussed future prize amounts for the competitions. Besides the cash awards, also discussed paying for one year of ASME dues, or awarding P.E. review reference books for the first place team members. This subject was tabled for future discussion.
- Hawaii Section Chairman: CAPT. Joe Bradley announced that he is being transferred to Puget Sound Naval Base. He will be chairman only for the month on July 2003. Vice-Chairman-elect Raymond Liu will become the Hawaii Section Chairman, effective August 1, 2003. A new Vice-Chairman has yet to be appointed by the Board of Directors.
- Electronic Wiliki: CAPT. Bradley confirmed that Rodney Krienke can transmit the electronic Wiliki to Hawaii Section members from PHNSY. It was also suggested that the distribution can be made through this website, by linking to the HCES website.
- Future Dinner Meetings: CAPT. Bradley mentioned that the Section should look into using the Hale Koa facilities. Hale Koa has rooms that can hold as little as 20-25 persons. The cost is reasonable. A DOD civilian employee can sponsor the Section.
- Kakaako Pumping Station "Engineering in Hawaii" Museum: Jim Grogan distributed a copy of the letter he sent to Governor Lingle. This museum concept had been mentioned to the Governor by Ather Dar during the Governor's Roundtable Discussion on Procurement earlier this year. The Governor had suggested it be submitted in writing. Jim Grogan attached a pamphlet and photos of the Baltimore Public Works Museum at Baltimore, Maryland Inner Harbor that he toured and believes a similar facility would be appropriate for the Kakaako abandoned pumping station. The purpose of this letter is to request a meeting with the appropriate people in the Governor's administration to form a working group to pursue the engineering musuem concept.
NOTES FROM THE April 9, 2003 EXECUTIVE COMMITTEE MEETING:

- Treasurer's Report: $7,564.83 Account Balance after paying for the 2003-2004 Wiliki subscription. This amount also includes funds advanced by the FR Montgomery Fund for the ME Student Design Competition.
- Ed Chang will do the presentation of the H. Ronald Riggs, Ph.D. Election to Grade of Fellow at the ASME Region IX RAC awards dinner.
- F.R. Montgomery Design Competition: Chairman Grogan scheduled a meeting with Prudential Securities to change Trustees. The Section Chairman, Vice-Chairman, and immediate past-Chairman have been designated as the trustees. This should provide continuity between trustees. The Section thanks the previous trustees Kent Murata, Robert Lee, and Gary Ishikawa for the many years they served as trustees. The ASME Montgomery Endowment Fund has been very successful under their leadership.
- ASME Distinguished Lecturer: There were no new information.
- Section Ballots/Surveys: Ed Chang provided the latest results of the survey and reported that to date 37 ballots were received all in favor of our nominees. Results of the survey will be posted shortly.
- Hawaii Annual Calendar of Events: Ed Chang again presented the perpetual Section calendar. The Executive Committee to review it to determine if modifications are required.
- May 2003 Region IX RAC in Hawaii: It was agreed that the Section will pay the registration fee of Joe Bradley, Ray Liu, Sam Gillie, and Jay Higashi.
- Student Section Projects: Sam Gillie motioned to donate a $100 each to 3 student projects, including the ASME HPV Competition and the SAE Mini Baja Competition. The motioned was passed.
- Kakaako Pumping Station for Engineers' Museum: A letter is being drafted by Chairman Grogan to Governor Lingle for the use of the old Kakaako Pumping station (on Ala Moana Blvd. near CompUSA) as an Engineering museum.
- UHM Dept. of Mechanical Engineering: Sam Gillie reported on the February DME ABET Industry Advisory Board Meeting. He is concerned that the DME is not classified as a Professional School at the UHM. It is classified as an Instructional School. Therefore the DME has a lower pay scale for its professors, and has difficulty in adding to their already deficient staff. This places a burden on the students because many required classes are not available to fit their schedules.
- Next meeting: Wednesday, June 4, 2003, same time and place.

- H. Ronald Riggs, Ph.D. Election to Grade of Fellow: Ed Chang will contact ASME Region IX to request that the certificate presentation be made during the RAC awards dinner.
- F.R. Montgomery Design Competition: Still discussing process of changing over the trustee positions to active ASME Hawaii Section members. Two of the trustees are no longer ASME members. Ed Chang mentioned that through the efforts of the UHM DME ABET Industrial Advisory Board (IAB) meetings and surveys, he is able to have the DME include the competition as part of the DME annual activities. Through his meeting suggestions and his survey comments, he was able to convince the DME that the F.R. Montgomery Design Competition is a valuable tool for the students to practice presentations in front of an unfamiliar audience and for the IAB members to observe results of the DME education. Ed Chang also requested that IAB members have first choice as judges for the competition.
- ASME Distinguished Lecturer: There were no new information.
- Section Ballots/Surveys: These were distributed to the members present at this meeting to fold, tape, stamp, and mailing. The deadline for the ballots/surveys is April 11, 2003. Return stamps are not being provided this year because of the very poor response even when they are provided.
- Next meeting: Wednesday, April 9, 2003, same place and time.

- 2003 Fluids Engineering Conference: J. Bradley reported that he spoke with Dr. Jim Meng. Meng was not directly involved with this conference and did not know what ASME-HI's participation might be.
- Montgomery Competition: J. Grogan to do a write-up of the competition for the ME students, also considering a perpetual trophy. Need to meet with the current Fund trustees about turning over trustee duties to active ASME-HI members.
- Portable PA system for dinner meetings: S. Gillie to investigate and report. An inexpensive karaoke system was suggested.
- RAC: Still waiting for directions from Region IX.
- Red Hill Tour: Postponed indefinitely for security reasons.
- Pacific Biodiesel Plant tour: Ed Chang reported that a tour has been scheduled for March 1, 2003.
- TEAMS Competition: J. Grogan will be helping Kalani H.S. and is awaiting schedule information from Kalani team. R. Flegal plans to help at Mililani H.S.
- ASME Distinguished Lecturer: J. Bradley reported that first selection do not appear feasible due to possible financial problems. The committee voted to invite William L. Dean for late March or early April 2003.
- Engineers Week Banquet - Registration: J. Bradley volunteered to be in charge of the nametags, 2 UHM ME students will be invited to sit at our table.
- J. Grogan congratulated S. Gillie for his excellent article on "what is an engineer" in the January 2003 Wiliki.

Region IX Regional Administrative Conference (RAC)
Date: May 1-3, 2003
Place: Waikiki Terrace Hotel, near the corner of Kalakaua Ave. & Maluhia St.
Hawaii representation included CAPT. Joe Bradley, Raymond Liu, Sam Gillie and Jay Higashi. The RAC culminated with the Saturday night Awards Banquet at the Waikiki Terrace Hotel, The buffet dinner was catered and non-alcoholic drinks were provided. The awards were presented soon after dinner starting with the Section Chairman certificates. Jim Grogan's certificate was accepted by Jay Higashi. These certificates recognizes the achievements of the Section Chairman who have led his or her section the past year.
Two other important awards were presented to the Hawaii Section. First our Section was presented with the "ASME, Region IX, William L. Dean, P.E. Outstanding Section Newsletter Award, 2002-03." It was explained that although the Hawaii Section newsletter is part of the HCES Wiliki, the committee felt that the Hawaii Section provided consistent and informative articles in an overall professional Wiliki newsletter. The Hawaii Section contributed feature articles such as on MathCounts, FIRST Robotics, the Montgomery Competitions, and the annual ME Outstanding Project Competition.
The second award received was the "ASME, Region IX, Outstanding Webmaster Award, 2002-03." Although the ASME-HI website is relatively new and simple, the committee most likely felt that the website had lots of good information that was kept very current. Besides the usual links, list of officers, and list of planned events, the website contains just about a complete history of the Section. Almost any information about the Section can be found on the website.
The final and most important award presentation was made to H. Ronald Riggs, Ph.D. of the Department of Civil and Environmental Engineering, UHM. Hawaii Section Honors & Awards Committee Chairman, Ed Chang, presented Dr. Riggs with the ASME Fellow certificate and badge. The Fellow Grade is the highest elected grade of membership within ASME, the attainment of which recognizes exceptional engineering achievements and contributions to the engineering profession.

The National Board/ASME 72nd General Meeting
Date: April 28-May 1, 2003
Place: Hilton Hawaiian Village Hotel
The National Board and ASME were organized many years ago for the purpose of promoting greater safety by securing concerted action and maintaining uniformity in the construction, installation, inspection, and repair of boilers and pressure vessels and their appurtenances. Most of the week involved committee meetings to deal with boiler and pressure vessel codes and regulations. The theme of this meeting was SAFETY: One Goal. One Chance.
The opening session program included speeches by ice skater Peggy Fleming and basketball legend Bill Russell. Welcoming speeches were given by Lt. Governor Duke Aiona, HIOSH Administrator Jennifer Shishido, Tim Steinberger Director of the C&C Design & Construction Department, and Ed Chang for ASME-HI. State Chief Boiler Inspector Yash Nagpaul arranged to have a representative of the ASME Section included.
Mr. Yash Nagpaul, Chief Boiler Inspector for the State of Hawaii and ASME member was reelected to the National Board of Boiler and Pressure Vessel Inspectors Board of Trustees. He started as a boiler inspector with the State of Hawaii in 1980. In 1985, he was named supervising boiler inspector, and he became Chief Boiler Inspector in 1992. Mr. Nagpaul was first elected as member at large in 2000, and his current term will expire in 2006. Mr. Nagpaul is a strong supporter of the Hawaii Section.

MATHCOUNTS COMPETITION FOR 2003
2003 MathCounts Hawaii State Competition:
Date: Saturday, March 15, 2003
MathCounts celebrated its 20th year in Hawaii. The Hawaii Society of Professional Engineers (HSPE) organizes MathCounts in Hawaii with major sponsors Aloha Airlines and Hawaiian Electric Company. The math competition is for 6th through 8th graders.

Pacific Biodiesel Oahu Biofuels Facility on March 6, 2003
Seven members and guests toured this plant at 1003 Makepono Street, Sand Island, Honolulu, HI.
Description of facility: The plant processes used cooking oil from local restaurants, producing biodiesel that powers cars, trucks, and industrial engines. The initial Pacific Biodiesel was born in 1996 on Maui to answer the concerns over potential environmental and health problems resulting from restaurant grease clogging the Central Maui Landfill.

Tour of the Smith Maritime Noa on November 23, 2002.
Seventeen members and guests toured the new double hull barge called the Noa. This barge the length of a football field transports fuel oil for Hawaiian Electric Company to Hilo, Hawaii and Kahului, Maui. This state-of-the-art fuel transporting barge has all the necessary safety features to ensure that oil spills are prevented.
We thank the Smith Maritime staff which included Joe Almony, Mike Ferreira, and Jeff Case for an informative tour and for lunch afterwards.

The 2003 Engineers Week Banquet was held February 21, 2003 at the Prince Kuhio Hotel. ASME-HI was in charge of registration.

2003 FIRST Robotics Competition
Member Kevin K. Dang will again be helping Mililani High School prepare for the competitions. Dang reported that the Robotic Competition Kickoff meeting was held on Saturday, January 4, and the activities get hot and heavy now until late March. Dang highly recommends that engineers join in on the challenges, fun, and satisfying activities.
December 26, 2002: ASME-HI Past-Chairmen Appointed by Govenor Lingle
Past-Chairman (1985-1986) Robert G.F. Lee was appointed State Adjutant General. Lee will be director of state Civil Defense and head the Hawaii National Guard. In his current capacity, he is responsible for the Army Reserves in Hawaii, Alaska, Guam, Saipan, American Samoa, Japan, and South Korea.
Past-Chairman (1986-1987) Gary M. Ishikawa was appointed deputy Adjutant General. Ishikawa will serve as commander of the Army National Guard. He currently serves as principal executive in charge of operations for the Honolulu Board of Water Supply.
Lee and Ishikawa are currently trustees of the ASME Francis R. Montgomery Foundation and Design Competition.

Visit By Southeastern Region XI Vice President
K.R. Rao, Ph.D., P.E., current Vice President of ASME Southeast Region XI stopped in Honolulu for a few days on December 9, 2002 on his way to the South Pacific for a two-month vacation with his wife, Indira. Both Mr. and Mrs. Rao retired recently. Dr. Rao met with Yash Nagpaul, State of Hawaii Chief Boiler Inspector (Manager of the Elevator and Boiler Inspection Branch) and Ed Chang of HECO. Dr. Rao is the Editor of the book "Companion Guide to the ASME Boiler & Pressure Vessel Code-Criteria and Commentary on Select Aspects of the Boiler & Pressure Vessel and Piping Codes" that was published this year in two volumes. This book serves as a "Primer" to help the user understand the basic rationale of the Codes. It should be considered as a comprehensive guide for ASME B&PV Code Sections I through XI, B31.1 and B31.3 Piping Codes. Ed Chang was a contributor to Chapter 2, ASME Section VII-Recommended Guidelines for the Care of Power Boilers. Dr. Rao is in his third year as Region XI Vice President. He remains active in the ASME PV&P Division and looks forward to the next PV&P Division Conference in Honolulu.
