LA ASME November Presentation: Global Warming Regulations and Issues: A Chilling Perspective

Speaker:Frank R. Caponi, P.E., Supervising Engineer of the Air Quality Engineering Section, LACSD.
Employed at the Sanitation Districts of Los Angeles County (LACSD), Frank has over 28 years of experience dealing with air quality issues such as permitting, compliance and regulatory development. He is one of LACSD’s primary liaisons with federal, state and local air quality agencies and has been a strong voice for the industry on climate issues.

Topic: Response to global warming concerns has spawned a new era in greenhouse gas regulations at a level that has never been seen before. Proceeding at an extreme pace, California will have a greenhouse gas reduction program in place by 2012 that will impact every sector of the state and our economy. This presentation will present an overview of the greenhouse gas regulations being developed both in California and by the Federal Government. In addition, a perspective will be provided on the validity of these regulations in light of an on-going debate in the science community surrounding the cause for warming and increasing CO2 levels observed in the past century. Finally, the impact of climate regulations on the economy will be discussed.

All ASME members, student members, public, engineering students, and teaching staff are invited.

Directions:
Fwy 110: Drive to downtown LA, Take 101 south and exit at Alameda East to the Union Station.
Fwy 5: If going North, take 101 frwy and exit at Alameda East. If going south, take fwy 10 exit
to downtown, and then fwy 101 and take Alameda East exit
Fwy 10: Drive to downtown LA, take 101 north and exit at Alameda East to the Union Station.

Park anywhere in the underground garage (it’s after hours so there is plenty of parking).
Take an elevator to the lobby, and register at the Lobby guard desk. The Meeting is in the MWD
Conference Room 101 on the Lobby level, diagonally across from the guard desk.
